Introduction

• The ASEAN Digital Masterplan 2025 (ADM 2025) launched in January 2021 envisions

ASEAN as a leading digital community and economic bloc that is powered by secure and transformative digital

services, technologies and ecosystem

• ADM 2025 can be seen as a continuation of the

previous ASEAN ICT Masterplans

Desired Outcome

• DO1 Actions of ADM 2025 Prioritised to speed ASEAN’s recovery from COVID-19

• DO2 Increase in the quality and coverage of fixed and mobile broadband infrastructure

• DO3 The delivery of trusted digital services and the prevention of consumer harm

• DO4 A sustainable competitive market for the supply of digital services

• DO5 Increase in the quality and use of e-government services

• DO6 Digital services to connect businesses and facilitate cross-border trade

• DO7 Increased capability for businesses and people to participate in the digital economy

• DO8 A digitally inclusive society in ASEAN

Motivation

• Lack of concrete indicators of the development and implementation of Malaysia's digital policies and plans vis-à-vis regional priorities and goals has resulted in a disconnect between national digital

development policies and plans vis-à-vis regional (ASEAN) development initiatives and plans

• There is thus a need to develop a means/mechanism to connect

between the two

Objective

• The given objectives of this project are:

• RO1 - Identify and classify the various national digital policies and plans, respective owners, monitoring metrics and timeframes, and outputs and deliverables

• RO2 - Create a matrix mapping of Malaysia’s digital plans and metrics against the desired outcomes and respective enabling actions of the ASEAN Digital Masterplan 2025

• RO3 - Identify possible gaps and propose actions to narrow the gaps

Interim Results

• This progress report presents the outcomes of the following three activities performed during this period of reporting.

1. Survey - Perform desktop study to comprehensively identify national digital policies and plans to be included

2. Perform cross-case analysis to extract the required information (owners, monitoring metrics, timeframes, outputs, deliverables) from the national digital policies and plans

3. Perform constant comparison analysis to classify the desired outcomes of

the various national digital policies and plans

Findings

• Despite being a digital masterplan, the coverage is actually wider, with recovery from COVID-19 being amongst the main agenda.

• Thus, it has been agreed that in selecting the national digital

development policies to be included in the research, the list should not be limited to policies that are directly related to the digital

development.

• Other policies such as Pelan Pemulihan Negara (PPN)and policies

related to health and medical should also be included.

Findings

1. The list of 35 potential national policies to be included in the study after an exhaustive literature search through desktop study, together with the

required information extracted.

2. The list of 20 national policies shortlisted for inclusion in the research.

3. Unique groups of coverage area of shortlisted policies resulting from the cross-case analysis performed

4. Seventeen themes that represent the categorised areas of coverage of the 20 shortlisted policies

5. The first pass of the mapping between the selected national policies and the eight desired outcomes of the ADM 2025. At this stage, we are able to start seeing the gap between the ADM2025 desired outcomes and the

selected policies.
