To support these SMEs, the Small and Medium Industries Development Corporation (SMIDEC) was established in May 1996 as a dedicated agency to promote and coordinate the development of SMEs in Malaysia.
SMIDEC provides assistance in building and strengthening capacity and capability of SMEs, through the provision of varied development programmes. In addition, financial assistance is also provided to SMEs to assist them in improving their efficiency and productivity for the overall enhancement of the companies competitiveness.
Skills Upgrading Programme
To enhance the capabilities of SMEs, SMIDEC implements the Skills Upgrading Programme, aimed at enhancing the skills and capabilities of SMEs. To date, SMIDEC has appointed 43 skills development centres and
professional training providers all over the country, to undertake both technical and soft skills training for SMEs.
Assistance is given to the SMEs in the form of 80% grant. SMEs incorporated under the Companies Act 1965 and enterprises incorporated under the Registration of Business Ordinance 1956 are eligible for this assistance.
In addition, SMEs that contribute to the Human Resource Development Fund (HRDF) are also eligible to utilize the levy that companies contribute to cover the 20% of the training costs. HRDF is managed by the Human Resource Development Berhad (HRDB), an agency under the ministry of Human Resource.
The National SME Development Council has appointed the Agency as coordinating authority to oversee and coordinate the overall training and human resource development for SMEs in the country. To ensure effective implementation, SMIDEC works closely with HRDB in integrating and coordinating the training programmes for SMEs across the country.

Background
Established in 2004, CENTRE FOR CONTINUING EDUCATION &
PROFESSIONAL DEVELOPMENT (CENFED) was formerly known as the Skills Development Centre. Its initial function was to coordinate the development of skills development system for UMP students. As a result of a restructuring exercise, CENFED was given a new and expanded role in the development of human resources in the community.
CENFED is responsible for developing and disseminating
programmes on continuing education and professional development to the public focusing particularly on the working adults.
Its function has been expanded
to include the development and
coordination of retraining courses,
continuing education programmes,
skills development programmes and
professional development courses
for UMP. Most of its programmes
are designed to provide continuing
education opportunities for the local
industrial community and the general

FMM Institute was incorporated as a separate company of the Federation of Malaysian Manufacturers (FMM) on January 12, 1999. This effort was specifically to expand and focus on its training functions, in line with the objectives of FMM to develop the potentials and enhance the skills of personnel at every level in the industry. This will create a pool of manpower trained in all aspects of management capabilities and industrial skills to face the challenges as the country moves into the status of an industrialised nation. FMM Institute has a total of seven Branches (Northern, Perak, Negeri Sembilan, Selangor, Malacca, Eastern and Johor) and

The Halal Industry Development Corporation (HDC) is an initiative by the Malaysian Government to ensure the integrated and comprehensive development of the national halal industry. HDC was officially incorporated on 18th September 2006 as a private company that is intended to coordinate efforts to review standards, develops of local industry, promotes Malaysian halal products and services in international markets, as well as support investments in the domestic and international halal sector.
As a further step in maintaining this long-term commitment to the development of halal industry, Malaysia has established the world’s first development corporation specifically dedicated to the halal sector. Our Malaysian government has long recognized the potential of the global market for halal products and services. Malaysian certification procedures and the national MS1500:2004 Halal Standard have received widespread recognition for promoting excellence in the field of halal-compliance.
HDC is fully committed in fulfilling Malaysia’s vision of playing a leading role in the development of halal as a powerful market force, bringing the benefits of halal products and services to both Muslims and non- Muslims throughout the whole world.
Halal Integrity Division functions to protect the integrity of halal through developing a regulatory framework, a comprehensive standard, efficient certification processes, and world- class R&D and training facilities.
Besides that, it is one of the significant roles of Halal Integrity Division to create a world class halal training services.

Established in 1993, Institute Global Management (IGM) is one of the pioneer Life Long Learning Institutions in Malaysia, which focuses on action-learning methodology mainly for working executives. IGM is registered with the Malaysian Ministry of Higher Learning and its programs are approved by Malaysian Qualification Agency (MQA). IGM have trained and examined over 15,000 managers
in management education from Skill Certificates, Diploma to MBA programs.
Today’s IGM have re-engineered itself to be the leading life long learning college in Malaysia with a focus to develop SMI/SMEs to be equipped with the cutting edge soft skills. The Institute of Marketing Malaysia (IMM) is the only registered Institute in the country established for the purpose of serving the marketing fraternity in Malaysia. IMM was founded in 1977 by YBM Tengku Razaleigh Hamzah who also became the Institute’s first Patron.
Currently the Patron of IMM is YB.

As the national professional body for sales and marketing practitioners, IMM’s mission is to promote marketing as a philosophy of business, to enhance the professional standards of marketing practices and to be the leading centre for marketing in the region.
