KEBENARAN BEROPERASI DIBERI KEPADA SEKTOR TAMBAHAN BAGI MELINDUNGI EKONOMI NEGARA
PASCA COVID-19

Kerajaan senantiasa mengambil tanggungjawab dalam usaha menangani penularan wabak COVID-19 demi menjamin kesihatan dan keselamatan rakyat.
Kerajaan juga mengambil langkah pro-aktif dan responsif dalam mengimbangi kelangsungan ekonomi negara dan keberkesanan Perintah Kawalan Pergerakan (PKP) dengan membenarkan sektor-sektor ekonomi yang kritikal termasuk sektor perubatan dan keperluan asas untuk beroperasi semenjak 18 Mac 2020 tertakluk kepada syarat-syarat yang ditetapkan oleh Kementerian Kesihatan Malaysia (KKM).
Langkah ini adalah untuk menjamin kelangsungan ekonomi negara, mengelakkan kehilangan pekerjaan yang tinggi di kalangan rakyat Malaysia selain memastikan rakyat terus mendapat akses kepada keperluan asas dan produk kritikal sepanjang tempoh PKP.
Susulan daripada keputusan Kerajaan membenarkan beberapa sektor pembuatan dan perkhidmatan kritikal beroperasi semasa peringkat PKP yang pertama, Kerajaan mendapati tahap pematuhan operasi oleh syarikat-syarikat yang diluluskan adalah baik.
Kerajaan terus mempergiatkan lagi pemantauan dan penguatkuasaan terhadap pematuhan syarat-syarat yang telah ditetapkan oleh Kementerian Kesihatan Malaysia (KKM) dalam memastikan langkah-langkah saringan kesihatan dilaksanakan demi keselamatan pekerja dan pelanggan.
Kementerian Perdagangan Antarabangsa dan Industri (MITI) telah mengadakan sesi libat urus bersama persatuan industri, Perusahaan Kecil dan Sederhana (PKS), serta Kementerian dan agensi lain yang berkaitan, termasuk KKM dan Majlis Keselamatan Negara (MKN) bagi mengenalpasti dan memperhalusi sektor-sektor ekonomi tambahan yang boleh dibenarkan beroperasi.
Langkah ini adalah selaras dengan keputusan Jemaah Menteri menubuhkan Jawatankuasa Khas Kabinet Membendung Impak COVID-19 Ke Atas Ekonomi dan Pasaran Buruh. Jawatankuasa Khas Kabinet ini telah membentangkan beberapa cadangan kepada Jemaah Menteri pada 6 dan 8 April 2020 hasil dari pembentangan oleh MITI, Kementerian Kewangan, Khazanah Nasional Berhad dan Bank Negara.

Jemaah Menteri telah mengambil keputusan untuk membenarkan beberapa sektor ekonomi tambahan beroperasi secara berfasa dengan garis panduan penjagaan kesihatan dan kawalan pergerakan yang ketat.
Keputusan Kerajaan ini adalah hasil kaji selidik yang mendapati bahawa penularan COVID-19 bukan sahaja memberi kesan yang besar ke atas kesihatan, tetapi juga akan membawa mudarat kepada prestasi kewangan, ekonomi dan kesejahteraan rakyat khususnya industri PKS sebagai penyumbang tenaga kerja terbesar di Malaysia.
MITI telah memperhalusi sektor-sektor tambahan yang dibenarkan beroperasi berdasarkan pertimbangan-pertimbangan berikut:
a) tahap kepentingannya di dalam rantaian bekalan global (global value chain atau GVC) dan eksport negara. Langkah ini adalah untuk menjamin kestabilan aktiviti eksport;
b) aktiviti ekonomi sektor yang mempunyai gandaan nilai tambah (value-added multiplier) yang tinggi;
c) impak ke atas kelangsungan PKS dalam sektor ekonomi khususnya pembuatan dan perkhidmatan; dan
d) jumlah tenaga kerja yang terlibat.
MITI telah menyediakan perincian sektor tambahan yang dibenarkan beroperasi seperti Lampiran 1. Berikutan keputusan ini, syarikat-syarikat di dalam sektor-sektor tambahan yang disenaraikan boleh membuat permohonan beroperasi kepada MITI bermula hari Isnin, 13 April 2020, dari jam 9.00 pagi. Semua permohonan mestilah dibuat secara atas talian di laman sesawang MITI, www.miti.gov.my. Hanya permohonan yang menepati syarat dan lengkap sahaja akan diproses.
Pihak syarikat di dalam sektor-sektor yang dibenarkan beroperasi WAJIB mematuhi syarat- syarat Standard Operating Procedure (SOP) yang ditetapkan. Selain pematuhan kepada syarat-syarat dan garis panduan yang diperketatkan ini, kebenaran beroperasi juga tertakluk kepada pematuhan syarat-syarat yang ditetapkan oleh KKM dan garis panduan oleh lain-lain agensi penguatkuasaan yang berkaitan dari semasa ke semasa. Kegagalan syarikat untuk berbuat demikian boleh mengakibatkan kebenaran beroperasi dibatalkan serta-merta dan berdepan dengan tindakan undang-undang mengikut Akta semasa.
