First and the foremost, I would like to take this opportunity to congratulate all of you for being selected to join our prestigious Centre for Foundation Studies of the International Islamic University Malaysia. Competition to get a place in CFS IIUM is stiff and you are among the few who have been granted the opportunity to be with us. The Centre acts as a gateway to the undergraduate programme of the University and we have been entrusted to provide the best preparatory programme to ensure that you will be well-equipped once embarking into the undergraduate programme. As such, we hope that you will do your level best in meeting the expectation of the University and graduate with outstanding academic performance.

Apart from providing preparatory programme, the Centre has its vision in ensuring that the students are imbued with Islamic values and ethics that they will become graduates with holistic personality. The ultimate objective of the Centre, as well as the University, is to produce professionals who are God-fearing (taqwa)

and hence, serving the purpose of becoming the vicegerent of Allah subhanahu wata’ala, who will not only help to develop the Muslim ummah, but also restore the dignity of the Muslim ummah in the eyes of the world, InsyaAllah.

Let us all take up the challenge and strive towards academic excellence and putting knowledge as the basic of our action. It is a great privilege and pleasure to welcome you to the Centre for Foundation Studies of the International Islamic University Malaysia to further your education.

Selamat Datang, Welcome, Ahlan Wa Sahlan to the Centre for Foundation Studies (CFS), IIUM!

First of all, CFS would like to congratulate each of you for your acceptance as a student of CFS and be part of the big CFS family. At CFS, it is our duty to prepare each of you for your journey towards becoming an undergraduate student at one of the International Islamic University Malaysia (IIUM) main campuses.

Before you further navigate your life here at CFS, we have prepared a handbook which contains important information that will allow you to understand the operation of this Centre. This handbook covers the details of academic matters, student affairs, administration and other supporting services. The administration of CFS is responsible to manage and handle matters pertaining to Human Resource, Facilities & Amenities, Finance, Information Technology (IT), Office Safety and Health (OSH), Quality Assurance, Mosque Administration, as well as Transportation and Auxiliary Services of CFS.

As you are entering a new phase of your life as a tertiary education student, you will undergo many changes during your studies here. There will be new sets of friends, new lecturers and teachers, new knowledge, and a variety of opportunities. Thus, my advice to you is get involved! Make this 200-acre campus as your new playground. Though we only see you virtually now, we are indeed looking forward to welcome you on campus. With the situation that we are facing right now, we would like to remind you to adhere to the Covid- 19 SOP. Let us combat Covid-19 together and make du’a so that this pandemic will end.

THE INTERNATIONAL ISLAMIC UNIVERSITY MALAYSIA

PHILOSOPHY

The philosophy of the University is based on the belief that knowledge must be pursued as an ’ibādah (continuous worship) and amānah (a trust) which Allah (SWT) has placed upon humankind. The knowledge pursued should lead to the recognition that Allah (SWT) is the Absolute Creator, Cherisher and Sustainer of the universe. This total and uncompromising recognition of Allah (SWT) “as Rabb al-ālamīn (the Lord of the World) represents the apex in the hierarchy of knowledge”. This philosophy is predicated in the first five verses of Sūrah al’’Alaq, which are incorporated in the Constitution of the IIUM.

Read! In the name of your Sustainer who created:

He created man from a germ-cell. Read! Your Sustainer is the Most Bountiful One who has taught [man]

the use of the pen[and] taught man what he did not know.

According to this philosophy:

i. knowledge shall be propagated in the spirit of Tawhid, leading towards the recognition of Allah as the Absolute Creator and Master of mankind;

ii. the recognition of Allah as the Absolute Creator and Master of mankind represents the apex in the hierarchy of knowledge;

iii. knowledge is a trust (amanah) from Allah and its development shall be in conformity with the purposes behind Allah’s creation of the universe;

iv. knowledge should be utilised by man, as the servant (‘abd) of Allah and vicegerent (khalifah) on Earth, in accordance with the will of Allah;

v. the quest for knowledge is regarded as an act of worship (‘ibadah).

VISION AND MISSION

To become a leading international centre of educational excellence which seeks to restore the dynamic and progressive role of the Muslim ummah in all branches of knowledge

IIUM aims to become an international centre of educational excellence which:

 revitalises the intellectual dynamism of Islam and the Ummah;

 integrates Islamic revealed knowledge and values;

 seeks to restore a leading and progressive role for the Muslim Ummah in all branches of knowledge;

Thereby, contributing to the improvement and upgrading of the quality of human life and civilisation.

IIUM aims to become an international centre of educational excellence which:

(i) integrates Islamic revealed knowledge and values in all disciplines and

(ii) aspires to the restoration of the Muslim Ummah’s leading role in all branches of knowledge.

 To undertake the special and greatly needed task of reforming contemporary Muslim mentality and integrating Islamic revealed knowledge and human sciences in a positive manner

CENTRE FOR FOUNDATION STUDIES INTERNATIONAL ISLAMIC UNIVERSITY MALAYSIA PROFILE

Established in July 1985, the Centre for Foundation Studies (formerly known as the Matriculation Centre), International Islamic University Malaysia, is a specially designed Centre to accommodate and prepare students for entrance to degree programmes offered at the University. At present, the Centre for Foundation Studies is situated in Gambang, Pahang

Objective and Philosophy

The objective of the Foundation Programme is to prepare candidates for admission into bachelor degree programmes at the University.

The philosophy of the International Islamic University Malaysia, which forms the basis of the Centre for Foundation Studies, is applicable to all Foundation Programmes. Hence, students are subject to the requirements of the University with respect to the implementation of the Islamic principles of education, values, and way of life that require the integration of the Islamic worldview and the Islamic code of conduct.

ORGANISATIONAL STRUCTURE

The Foundation Programme is directly related to admission into the IIUM degree programmes, and it determines the qualities and character of candidates for such admission. Hence, the Centre is placed under general supervision of the IIUM Senate and subject to IIUM rules and regulations, and conforms to the educational philosophy of the IIUM.

Appointed by the Rector, the Dean of the Centre is the Administrative Head, who is responsible for the administration of the Centre (including the welfare and discipline of the staff and students), proper coordination of all courses offered by the respective Departments, as well as the safety and upkeep of all facilities of the Centre.

Centre for Foundation Studies was established back in 1985. The first campus was in Subang Jaya,

then moved to Lembah Pantai, Petaling Jaya, a brief stint at Nilai, Negeri Sembilan and Gombak, and

finally in Gambang, Pahang in 2019.

From only offering Economics and IRKHS foundation courses, we now have more than 20 programmes. CFS is the Centre of choice for students who wish to excel internationally and globally.

Besides, the curriculum is designed with holistic approached imbued with Islamic Knowledge.

CFS IIUM embraces the Sejahtera Academic Framework that encompasses all elements related to the management of academic programmes, institution and more. The main agenda of IIUM is to create changes in life through education.

The Dean’s Office is the highest approval authority at the Centre. The Dean normally chairs all the

meeting at the Centre, however, the Director (Administration) will govern matters related to administrative matters.

The Centre is well equipped with its own mosque, function halls, lecture halls, auditorium, examination hall, seminar room, classes, studios, laboratory, main library, hostels, dining halls, stadium, gymnasium and multipurpose court. At the heart of the complex is the Student’s Centre that houses cafeteria and IIUM Health and Wellness Centre.

18 ADMINISTRATION DEPARTMENT

1. HUMAN RESOURCE DEPARTMENT (HRD)

The unit is responsible to ensure that the Centre is managed strategically according to the University and to provide a conducive environment for teaching and learning for both staff and students. The unit will also ensure that the Centre complies with the ISO, Risk Management, OSHBE and other related certifications, and provides continual improvement and quality services to its customer. Besides, it also assists the Centre by facilitating nomination process, as well as the appointment of the management of the Centre.

This unit is responsible to provide assistance to all staff concerning Human Resource Management, Human Resources Development and Corporate Services. The unit also ensures the Centre is following the policies, guidelines and related strategies imbued by the University in order to meet the needs, interests, expectations, and aspirations of individuals and communities alike.

2. CORPORATE AND STRATEGIC DEPARTMENT (CSD)

This unit has been entrusted with the responsibility of handling matters pertaining to the public relations of the Centre for Foundation Studies. Among the services rendered are providing publicity for the Centre, receiving visitors, dealing and coordinating with the mass media, preparing printing materials such as pamphlets, folders, markers and posters, preparing materials for exhibitions, expos, and outreach programmes, as well as amassing newspaper articles on the IIUM and educational materials.

3. FACILITIES SERVICES DEPARTMENT (FSD)

The Services Unit is responsible for supervising and monitoring support services provided to the community of the Centre for Foundation Studies. The unit also supervises and monitors university vehicles, public address systems and telecommunication systems.

i) Maintenance Unit

Maintenance Unit is responsible for the development and maintenance of academic buildings, halls and lecture rooms, student residential (Mahallah), administrative buildings as well as in providing conducive environment, surrounding campus facilities.

Among jobs of this unit are:

 Classroom booking for teaching and learning

 Maintenance of all facilities provided by the University

 Assets management of University

ii) University Vehicles

This unit is responsible for supervising and monitoring the movement and maintenance of university vehicles. It cooperates with the Jabatan Pengangkutan Jalan (JPJ), PUSPAKOM, and the LPKP in

the renewal of road tax and permits. It is also in charge of the booking of university vehicles for students and staff of the University for all programmes organised by the Centre.

iii) Public Address System (PA System)

The unit ensures that the Public Address System (PA system) in the administration buildings and Mahallah are in good working condition. It handles the booking of the Public Address System i.e., microphones and loudspeakers for programmes organised by students, staff, and the public. This also includes University off-campus programmes.

20 4. FINANCE DEPARTMENT

The Finance Department of the Centre for Foundation Studies is an extension of the Main Campus Finance Division. It is specially designed to cater to Foundation students’ needs.

The Finance Department involves in:

1. Planning the framework of the financial system at the Centre for Foundation Studies.

2. Analysing and evaluating financial information and determining implementation within the framework of budget and cost savings.

3. Developing financial information systems in order to ensure that the information is accurate, up- to-date and easily assessed.

4. Organising and arranging the Centre’s funds in acquiring assets and ensuring internal controls within the Department and throughout the Centre.

In line with IIUM’s Quality Policy, the Finance Department adheres to the Mission Statement of the Finance Division, thereby offering quality financial services which aim at customer satisfaction. The management and staff are committed to a quality management system based on ISO 9001:2015 requirements to ensure customer satisfaction and continual service improvement.

Information Technology Department strives to provide various IT facilities and services for better teaching and learning achievements to the community of Centre for Foundation Studies, IIUM by focusing on the students, academicians and administrative staff. ITD staff are divided into Infrastructure Technology Unit and System Support Development Unit with the supervision of Deputy Dean of ITD.

This department identifies, plans, implements, supports and maintains IT projects in Gambang Campus. These include identifying ICT requirements, networking, telecommunication, wireless services and system developments for the Centre.

24 MASJID CFS

Masjid CFS is located at the Centre for Foundation Studies (CFS), International Islamic University Malaysia (IIUM), Gambang Campus. It has been in operation since June 2019. The mosque is led by the Deputy Director of Masjid CFS IIUM, who is assisted by Assistant Religious Officers, Administration Assistants, volunteers from academic & administrative staff and Imaratul Masjid Group (i-Masjid). The management of the mosque and its related activities are handled by the Imam Unit, Training Unit and Administration Unit, where they organise events and programmes for IIUM Community and the community around CFS IIUM.

1. COLLABORATION IIUM-JAKIM DARUL QURAN PROGRAM (INDUSTRIAL LINKAGES)

INTRODUCTION

The Tahfiz Al-Qur’an Certificate Programme has jointly been conducted by JAKIM and the International Islamic University Malaysia since 2000. The sessions are conducted at Darul Qur’an (previously known as Institut Pengajian Tahfiz Al-Qur’an, JAKIM) in Kuala Kubu Bharu, Selangor, and later followed by a foundation programme at the IIUM Centre for Foundation Studies.

The first intake in 2000 consisted of seven students from the IIUM Centre for Foundation Studies. In 2001, the intake increased to fourteen students from various religious schools in Klang Valley. The intake in 2017 further rose to 143 and this trend is expected to continue in the coming years.

Since the programme was introduced, the number of tahfiz students has increased to over 1600 students.

This number indicates the overwhelming support from the public. The University has been sending CELPAD lecturers to Darul Qur’an to teach English and Arabic language courses.

Currently, there are around 120 students enrolled in the Foundation programme at the Centre for Foundation Studies. In order to maintain their memorisation, the Tahfiz Unit under the office of Deputy Dean, Academic and Industrial Linkages has introduced and organised a “Tarsikh Programme” which is conducted for four hours per week.

OBJECTIVES

1. To contribute to the integration of knowledge with other disciplines. This is a necessary step towards producing professionals and intellectuals with high moral standards in line with the needs of the Ummah and nation.

2. To provide a platform for nurturing intellectuals who are capable of capturing the glorious treasures of Islamic intellectual heritage.

PHILOSOPHY

Based on the Quranic principle of Tawhid, the education process is aimed at molding the younger generation to become pious and God-fearing individuals, who are fully aware of their duties and responsibilities towards the Creator.

THE SELECTION PROCESS

The selection committee consists of members from both Darul Qur’an, JAKIM and the International Islamic University. The selection process gives priority to students with good academic standing from the science stream. Particular attention is paid to those from religious and Arabic schools with outstanding performance in the SPM examinations. Students will be assessed according to their abilities in the following areas:

1. The demonstrated ability to memorize the Qur’an 2. General attitude and character

3. Performance in co-curriculum activities 4. Psychometric test

5. Other relevant qualities

Successful applicants are offered admission to the programme which usually commences in June every year. The programme shall continue until the month of June in the following year. Upon completion of

the twelve- month programme, students who satisfy all the requirements will be given the opportunity to further their studies at the IIUM Centre for Foundation Studies.

BENEFITS OF THE PROGRAMME

 The programme is designed to produce graduates with high moral values who will be role models in society.

 Students who successfully memorise the Qur’an will enhance their intellectual capacity with the knowledge and guidance from the Al-Qur’an.

 The Tahfiz Al-Qur’an certificate programme will enable graduates from various science disciplines to enhance their sense of professionalism while serving the community.

 Students at Darul Qur’an and IIUM will also benefit through the programme of Halaqah in which they assume the roles of Naqib/Naqibah, and Mushrif/Mushrifah. This is a compulsory co- curricular activity for all students at the Centre.

 Students who have memorised the Al-Qur’an will also be able to assist others who may need help in learning Tilawah Al-Qur’an, and also to guide those who may wish to memorise Al- Qur’an.

2. REGISTRATION, SCHEDULING AND MONITORING UNIT 2.1 Full Credit-Hour System

Since Semester I, 1990/91, the full Credit-Hour System has been instituted. The system requires students to play a more active role in deciding how they should go about completing the required courses for a particular programme with the guidance of an

32 academic advisor.

The objectives of the system include paying greater attention to individual needs, avenues, and an appropriate atmosphere in the learning process. The system also provides realistic and practical educational training, which recognises the realities and caters to the demands of the Muslim community and the professional world.

2.2 Curriculum Structure

The Foundation Programme normally can be completed in a period of one year (three semesters). The curriculum is designed to enable intellectual and academic upgrades of candidates before they gain entry into any of the degree programmes of the University.

The Foundation Programme is supportive of the first- year courses of the degree programmes. The curriculum, therefore, has relevance to these courses, with contents to be determined by the respective Kulliyyahs.

The curriculum in the Foundation Programme has the following categories of courses:

i) University Required Courses These consist of the following:

a) Courses in Islamic Studies (RKA) b) Courses in Arabic Language (LQM) c) Courses in English Language (LEM) d) Computer Course(s) (ICT)

The English and Arabic Language courses of the Foundation Programme are designed to equip students with the necessary skills to enable them to embark confidently on the University’s degree programmes that require the use of both English and Arabic languages. To gain entry to the Kulliyyah, students must achieve a specific language requirement of the respective Kulliyyah.

Courses in Islamic Studies are offered to students of all programmes to further enhance their knowledge and understanding of basic fundamental knowledge in Islam. Students will also be exposed to other religions and belief systems in Malaysia with the purpose of instilling tolerance towards other religions in the contemporary world.

The Foundation Programme normally can be completed in a period of one year (three semesters). The curriculum is designed to enable intellectual and academic upgrades of candidates before they gain entry into any of the degree programmes of the University.

The Foundation Programme is supportive of the first- year courses of the degree programmes. The curriculum, therefore, has relevance to these courses, with contents to be determined by the respective Kulliyyahs.

The curriculum in the Foundation Programme has the following categories of courses:

i) University Required Courses These consist of the following:

a) Courses in Islamic Studies (RKA) b) Courses in Arabic Language (LQM) c) Courses in English Language (LEM) d) Computer Course(s) (ICT)

The English and Arabic Language courses of the Foundation Programme are designed to equip students with the necessary skills to enable them to embark confidently on the University’s degree programmes that require the use of both English and Arabic languages. To gain entry to the Kulliyyah, students must achieve a specific language requirement of the respective Kulliyyah.

Courses in Islamic Studies are offered to students of all programmes to further enhance their knowledge and understanding of basic fundamental knowledge in Islam. Students will also be exposed to other religions and belief systems in Malaysia with the purpose of instilling tolerance towards other religions in the contemporary world.

The Computer course(s) prepares students with the basic skills to undertake studies at the tertiary level using the latest IT technology.

ii) Kulliyyah Required Courses

These shall be determined and offered by the respective academic department and are designed to provide students with the necessary academic basis for admission into a specific academic programme at degree level at the University.

To gain entry to the Kulliyyah, students must achieve a specific CGPA entry requirement.

2.3 Registration of Courses

A student shall be registered for courses every semester until graduation requirements are fulfilled.

2.5 Late Registration

Late registration will be imposed after Week 2 of a regular semester and Week 1 of the short semester. A student who is unable to provide a valid reason for late registration will be penalised and need to pay a compound of RM 20.00 and an additional RM5.00 for each subsequent day (a maximum RM50.00).

2.6 Schedule Adjustment (Add/Drop)

The period for schedule adjustment, more commonly known as the add/drop exercise, commences on the first day of the semester and lasts for three (3) days.

During the add /drop period, students may do the following:

a) Add course(s)

b) Drop course(s) - no record of the dropped courses will appear on student’s official transcript

c) Register for course(s) on audit status

Any changes made during this period require the recommendation of the Academic Advisor and/or the Head of Department. It is the student’s responsibility to ensure that such changes are completed before the add/drop period ends.

2.7 Auditing Courses

Auditing a course requires the permission of the Head of the Department and approval of the respective Deputy Deans of Arts / Sciences Programmes. An audit student receives no credit for the course. He or she is not required to sit for the end-of-semester examination but must satisfy the attendance requirement; otherwise an “F” grade will be recorded and computed in the CGPA. An audit course will be recorded on the student’s transcript with the course grade “AU” but does not affect the student’s grade point average.

34 2.8 Withdrawal from Courses

A student is allowed to withdraw from a course from the third (3rd) week until the eighth (8th) week of a semester.

The new total academic load of the student shall not fall below the minimum academic load requirement if the course is withdrawn unless approved by the Dean of the Centre.

No withdrawal application shall be entertained after the eighth (8th) week of a semester unless with the approval from the Dean of the Centre.

A “W” grade shall be assigned to course/s that are withdrawn.

2.9 Academic Workload

A student may carry more than the maximum academic load with valid reasons subject to the approval of the Dean of Centre.

2.10 Exemption

Subject to specific approval from the Deputy Dean of Academic and Industrial Linkages, a student may be exempted from a language proficiency course or courses after passing the exemption test conducted by the Centre. Students may graduate with credit hours, which exclude the credits for the exempted course(s).

2.11 Continuous Enrolment

Upon entering a Foundation Programme, throughout each semester, students are expected to be continuously enrolled and actively fulfilling the requirements of the programme curriculum. Should a student discontinue the enrolment for one or more semesters without any formal leave of absence, he/she must apply for acceptance for re- admission at the Centre before he/she can be allowed to proceed with his/her studies.

(This is not applicable to the short semester.) 2.12 Optional Courses

Students who have completed all the Foundation Programme requirements are not allowed to register for optional courses in the final semester to improve their CGPA.

(This is also applicable to the short semester.)

However, the rule is not applicable to Law students who opt to take higher levels of Arabic Language with the intention of specialising in LLB (Shariah). Once a student opts for an optional course(s), he/she must complete the course(s) with a minimum of C grade.

Failing an optional course(s) will require the student to repeat/resit and pass the course(s).

35 2.13 Academic Advising

Each student will receive advice from an academic advisor from within the department who will provide him/her with timely information about programme requirements and Centre policies and procedures. An advisor will assist a student in selecting courses each semester in accordance with the student’s ability and academic progress. A student should maintain close contact with his/her academic advisor throughout the semester.

2.14 Responsibility for Students’ Academic Progress

Each student is expected to be aware of the requirements of his/her Foundation Programme and of his/her own progress in fulfilling them. To do so, he/she needs to constantly seek advice from his/her academic advisor.

3. EXAMINATION AND GRADUATING UNIT 3.1 Barring from examination

1) A student may be barred from an examination if

a) he/she has failed to meet any of the requirements of entry to an examination. In such case, the student may be given the chance to submit an appeal.

b) He/she has committed a breach of regulations at the Centre.

2) Barring of students from an examination shall be

a) the authority of the Dean/Deputy Dean of the Centre for Foundation Studies upon recommendation by the lecturer and supported by the Head of Department in cases of unsatisfactory attendance.

i) Recommendation is based on procedures as prescribed below:

If any student has been absent for at least 10 % of his/her total lectures during the semester, a warning letter should be issued to the student.

A copy of this warning letter explaining the consequences of being absent shall be sent to the office of the respective Deputy Deans, Deputy Dean of Residential Management and Discipline Department, the Head of Department, the Counselor and the student’s file. A letter will be sent to the parents notifying them of the student’s absenteeism.

ii) When a student has been absent for at least 20% of the total lectures, he/she should be informed that he/she will be barred from the forthcoming end-of-semester examination of the course.

A copy of this letter shall be sent to the Dean of the Centre for Foundation Studies, the respective Deputy Deans, Deputy Dean of Residential Management and Discipline, the Head of Department, the Counselor and the student’s parents. If the

student wishes to submit an appeal, he/she can write to the Dean of the Centre for Foundation Studies explaining his/her reasons for the absence.

3.2 Graduation Requirement 1) Programme of Studies

Every student admitted to the Centre must follow a specific programme of studies offered by his/her respective department.

Minimum study period

The minimum number of semesters for any student to complete a foundation programme at the Centre is three (3) semesters.

Maximum study period

The maximum number of semesters for any student to complete a foundation programme at the Centre is six (6) semesters, excluding leave of absence.

2) Candidates for graduation
